This is simply a way for the NFL to pass liability on to the players for head injuries. They'll be able to say we have data from the practices showing it reduced head injuries, but you chose not to wear it in game, and your negligence led to your injury.

It’s an option to wear them. I’m guessing the vast majority of players won’t wear them. But anyone returning from a concussion probably will. Just for the added protection.

Great point here. Could be a nice option for players coming off a concussion and are cleared but want to be safer for a bit longer.

In two seasons the NFL went from the helmets being so well crafted that teams could only use one to recommending pillow tops for one’s safety.
